Quest starts in DM North in the Library, you can sneak in there as a mage, but you need to have the Crescent key that you get from chasing Pusillin in DM East or a rogue to pick the lock, or if you're an engineer one of the 275 skill seaforium charges. For the quest, you need to kill Hydrospawn in DM East, then return back to the Library.
